Under administrative direction of the Chief of the Assessment Practices Survey Division, the Principal Property Appraiser is responsible for planning, administration, direction, and evaluation, through subordinate supervisors, of the Assessment Practices Survey Program, which is mandated by Government Code sections 15640 through 15646. The program auditors (appraisers and analysts) conduct qualitative compliance audits of the assessment procedures and practices of the 58 County Assessors; conduct quantitative audits through the use of defensible, statistical sampling of representative assessments from the property tax rolls; and prepare final audit reports, which identify assessment problems and make recommendations for improvements.
